Update.
So, I take the ol' girl to a different facility for the 2nd e-test. The reason to change was so to get closer to a mechanic who knows carbs.
For this test I changed three things:
1) New spark plugs - the old ones looked good, had that nice grey/brown colour;
2) Different machine;
3) Tested the engine cold.
Results:
Still not a pass, but those numbers are wildly different. So much so I wonder what the first machine was sniffing?
Here's that first test, so you don't have to flip back and forth:
So, with the new numbers it will be an easy matter of simply leaning the fuel mixture out until it passes

I have also heard that if the sniffer isn't kept clean then no viechle will pass maybe that was the problem with the first test with such high numbers.

Today it passed!!!!
Turned out the carb had a little stickiness in it, and the secondary would sort of stay open - causing fuel to spill in... Hence higher readings. We also leaned the richness out, and it all kicked in. CO was down to 0.01 PPM
Anyway. The buggy is back with flying colours.
